On archive.org, search up "CL7-001" to find a document titled "T.O.R.A. - CL7 - 001" so it can be used as reference to decode the A/B cipher. GM said that he messed up with the writing process and made the document unusable. That isn't to say that this stage is completely unsolvable.
The "://" indicates that the phrase contains a link, so 11/2 = H, 2/1 = T, 29/1 = P, and 10/2 = S.
Keep in mind that GM usually starts his video with "hello web surfer", so 5/1 = E, 16/2 = L, 1/4 = O, 12/1 = W, 87/2 = B, 7/2 = U, 4/1 = R, and 49/1 = F.

We now know that the website likely has a ".org" ending, the last word should spell out "emperor", and searching up "l??hess org" leads you to a website called "lichess.org".
